The problem is, it's hard to find the right web developers who are equipped with the right skill at the right price.

Form a tie-up with a local service provider.
Entrepreneurs who do not have any experience in creating websites can partner with a local service provider. They will take the owner’s website preferences and create one according to the client’s specifications.

Often times, they will not work directly on the website as they will probably outsource web development offshore. The upside is they will not have to manage the team - the service provider will do this for them.
